大学生、或刚毕业（参与社会实践、“镀金”，主力）
然后再是物业、保安、退伍军人、公安……（配合相关部门工作）

报名的志愿者，听候大队长统一调遣：20人一组、分管不同小区……一个社区，整个街道，全域覆盖。间杂，混入些捞油水、获取方便的社会人士。大体上，都是些：无条件服从命令的积极分子。
- The registered volunteers are waiting for the team leader’s unified dispatch: 20 people in a group, in charge of different communities… A community, the whole street, covered by the whole area. Mixed in, some people who want to make money or get convenience from society. Generally speaking, they are all: positive activists who obey orders unconditionally.

无用，谁才不会主动去当志愿者呢！志愿者，有时候，也可以成为特权某种形式的代表。
